Eligibility Criteria

Lecturer

· Have attained Masters level in respective field from a recognized university

Assistant Professor

· Have completed Masters level in respective field and have two years of experience in the same field and

· Have published two papers of which at least one should be as principal author in a Scientific peer reviewed Journal.

Or

· Previously held an academic appointment at the rank of Assistant Professor at another medical school/University

Or

· Have PhD degree or equivalent in Basic Science from a University recognized by PAHS and

· have published two papers as principal author in a Scientific peer reviewed Journal

Or

· Have completed subspecialisation as a major degree( e.g. M Ch/DM etc) after initial major postgraduate degree in a clinical discipline from Institutions recognized by PAHS and

· have published two papers of which at least one should be as principal author in a Scientific peer reviewed Journal.

Associate Professor

· Worked as Assistant Professor for a period of 4 years and

· have published 4 papers of which at least three should be as principal author in a Scientific peer reviewed Journal at the level of Assistant Professor and

· have demonstrated during the period of Assistant Professorship high standard of teaching skills and have shown leadership abilities in enhancing the quality of one’s professional field and /or the institutional goals.

· have obtained peer recognition as a clinician, scientist ,teacher and/or researcher

Or

· Have completed subspecialisation after postgraduate degree( like MCh/DM etc) and

· have worked for two years as Assistant Professor and

· have published 2 papers of which at least one should be as principal author in a Scientific peer reviewed Journal at the level of Assistant Professor and

· have demonstrated during the period of Assistant Professorship high standard of teaching skills and have shown leadership abilities in enhancing the quality of one’s professional field and /or the institutional goals.

· have obtained peer recognition as a clinician, scientist ,teacher and/or researcher

Or

· Previously held an academic appointment at the rank of Associate Professor at another medical school/University

Or

· Have PhD degree or equivalent in Basic Science from a University recognized by PAHS and

· have worked at least for four years as Post doctoral research fellow or equivalent post and

· have published six original research papers of which at least four should be as principal author in a Scientific peer reviewed Journal

· have obtained peer recognition as a scientist ,teacher and/or researcher

Or

· have completed Masters level in respective field and

· have completed 6 years of experience in respective field after obtaining Masters Degree of which at least two years should be at the level of Senior Registrar level or equivalent post in recognized institutions /National Health System and

· published 6 papers of which at least four should be as principal author in a Scientific peer reviewed Journal and

· have shown qualities required to take the leadership position of Associate Professor and

· have obtained peer recognition as a clinician, scientist ,teacher and/or researcher

Professor

· Worked as Associate Professor for a period of 5 years and

· have published 5 papers of which at least three should be as principal author in a Scientific peer reviewed Journal at the level of Associate Professor and

· have demonstrated during the period of Associate Professorship high standard in teaching and established as a well respected academic leader in one’s professional field and

· have obtained peer recognition as a clinician, scientist ,teacher and/or researcher

Or

Previously held an academic appointment at the rank of Professor at another medical school/University

Or

· have completed Masters level in respective field and

· have completed 15 years of experience in respective field after obtaining the Masters degree of which at least seven years should be at the level of Consultant or equivalent post in a recognized institutions/National Health System and

· published 11 papers of which at least eight should be as principal author in a Scientific peer reviewed Journal and

· have shown qualities required to take the leadership position of a Professor

· have obtained peer recognition as a clinician, scientist ,teacher and/or researcher

Terms of Reference of Communications Officer

Level : Seven

Duty Station : PAHS, Lagankhel, Lalitpur

Duration : initially upto one year contract

Key Responsibilities :

Under the direct supervision and guidance of PAHS Executive body, and overall guidance of the PAHS Vice-Chancellor, the Communications Officer ensures the following major activities:

  • Develop and implement communications strategies and activities relevant to PAHS;
  • Develop communication work plan in coordination with faculty and hospital team;
  • Coordinate and oversee enhanced production and dissemination of communication and advocacy materials, including brochures, posters, pamphlets, flyer, calendar, and press releases as and when needed;
  • Draft statements, speeches, and press releases for the Senior Officials;
  • Support/organize field trips for national and international teams and report on the events and progress;
  • Develop and produce prospectus, quarterly bulletin, annual report, and so on;
  • Assist and/or establish contacts with other networks, including key media organizations, local government, other public organizations and individuals;
  • Edit various reports, proposals, studies, press releases, speeches both English and Nepali to ensure quality for the contribution towards fund-raising purposes;
  • Write and edit web-based information materials in order to lead design, maintain and update of PAHS’ website to ensure user friendly web applications;
  • Very good knowledge of English and Nepali languages;
  • Any other tasks given by the senior management team.

Essential Qualifications:

  • University graduate from recognized institution in communication or related fields such as external relations, business management, etc. Masters degree will be an advantage;
  • Good knowledge on communication and networking;
  • At least 3 years working experience with national/international organizations;
  • Good knowledge on using computers, emails, websites and communication and networking software;
  • Independent, pro-active and self-motivated;
  • Commitment to teamwork and collaborative work practices.

Terms of Reference of Procurement Officer

Post Title : Procurement Officer

Level : Seven

Duty Station : PAHS, Lagankhel, Lalitpur

Duration : initially upto one year contract

Objective of the Post

The main objective of the position of the Procurement Officer is to conduct, oversee, advice and support the PAHS procurement processes in compliance with its Financial Administration Regulations, 2067 and the Donor’s procurement guidelines and processes in the case when required.

Scope of Work

The PAHS Procurement Officer will be reporting to the PAHS Registrar and is primary responsible for ensuring efficient, timely and transparent execution of the PAHS procurement processes in equal manner.

Key Responsibilities

Prepare and update the procurement work plan under the PAHS, this includes the following key activities-

a)  Develop procurement plan, strategy and manuals in accordance to PAHS Financial Administration Regulations, 2067.

b)  Liaise with donors on project procurement and maintain the outlined guidelines governing the procurement process for the project.

c)  Plan and conduct procurement training for the implementation agencies staff on the use of standard bidding documents, RFP’s, evaluation reports, contracts and on procurement guidelines.

d)  Maintain coordination of project activities and be responsible for the following up with management in the achievement of all project related procurement targets.


e) Assist PAHS staff in proposing measures to overcome the procurement management difficulties.

f) Manage the advertising process involved in procurement, procurement correspondence, bid receipt and bid opening in strict accordance with the agreed procurement procedures.

g) Manage the procurement filing system in a systematic manner (both manual and computerization).


h) Participate in contract negotiations.


i) Prepare and execute purchase orders and requisitions.


j)  Store proposals and related bank securities in a safe location.


k)  Prepare physical progress and overall procurement activities and report periodically to the Registrar.


l)  Maintain list of vendors supplying various items.


m)  Develop and execute measurement tools to accurately gauge vendor’s performance (quality, delivery times etc) and communicate results internally and externally as necessary.


n)  Check invoices to ensure correct price, follow through to ensure that materials ordered have been received, examine the condition of materials received, and approve invoices for payment.

o)  Maintain a record of contract prices as awarded and amendment there of.

p) Any other tasks given by the PAHS.

Essential Qualifications:

The candidate must:

· Have Bachelor’s in Finances, Management or related field. Master’s degree will be an advantage.

· Have at least five years of experience of management of complex procurement processes preferably government of Nepal.

· Have good understanding of Government procurement practices and donor funded projects.

· Have good knowledge in computer.

· Have commitment to teamwork and collaborative work practices.
