Requirements for Different Positions
Lecturer in Gyne/Obs and MDGP
- Have attained Master’s level in relevant subject from a recognized university
Pathologist
Lecturer
- Have attained Masters level, MD Pathology, from a recognized university
Assistant Professor
- Have completed Masters level in respective field and have two years of experience in the same field and
- Have published two papers of which at least one should be as principal author in a scientific peer reviewed Journal.
Or
- Previously held an academic appointment at the rank of Assistant Professor at another medical school/University.
Associate Professor
- Worked as Assistant Professor for a period of 4 years and
- Have published 4 papers of which at least three should be as principal author in a scientific peer reviewed journal at the level of Assistant Professor.
Or
- Previously held an academic appointment at the rank of Associate Professor at another medical school/University
Or
- have completed Masters level and
- have completed 6 years of experience in respective field after obtaining Masters Degree of which at least two years should be at the level of Senior Registrar level or equivalent post in recognized institutions /National Health System and
- published 6 papers of which at least four should be as principal author in a Scientific peer reviewed Journal
Lecturer in Statistics/ Biostatistics
- Have attained Masters level, M.Sc. in Statistics/Biostatistics, from a recognized university
Terms of Reference of Procurement Officer
PAHS is a newly established institution and is dedicated to sustained improvement of the health of the people in Nepal, especially those who are poor and living in rural areas, through innovation, equity, excellence and love in education, service and research. PAHS is in process of recruiting the following position:
Post Title : Procurement Officer
Level : Seven
Duty Station : PAHS, Lagankhel, Lalitpur
Duration : Initially upto one year contract
Objective of the Post
The main objective of the position of the Procurement Officer is to conduct, oversee, advice and support the PAHS procurement processes in compliance with its Financial Administration Regulations, 2067 and the Donor’s procurement guidelines and processes in the case when required.
Scope of Work
The PAHS Procurement Officer will be reporting to the PAHS Registrar and is primary responsible for ensuring efficient, timely and transparent execution of the PAHS procurement processes in equal manner.
Key Responsibilities
Prepare and update the procurement work plan under the PAHS, this includes the following key activities-
a) Develop procurement plan, strategy and manuals in accordance to PAHS Financial Administration Regulations, 2067.
b) Liaise with donors on project procurement and maintain the outlined guidelines governing the procurement process for the project.
c) Plan and conduct procurement training for the implementation agencies staff on the use of standard bidding documents, RFP’s, evaluation reports, contracts and on procurement guidelines.
d) Maintain coordination of project activities and be responsible for the following up with management in the achievement of all project related procurement targets.
e) Assist PAHS staff in proposing measures to overcome the procurement management difficulties.
f) Manage the advertising process involved in procurement, procurement correspondence, bid receipt and bid opening in strict accordance with the agreed procurement procedures.
g) Manage the procurement filing system in a systematic manner (both manual and computerization).
h) Participate in contract negotiations.
i) Prepare and execute purchase orders and requisitions.
j) Store proposals and related bank securities in a safe location.
k) Prepare physical progress and overall procurement activities and report periodically to the Registrar.
l) Maintain list of vendors supplying various items.
m) Develop and execute measurement tools to accurately gauge vendor’s performance (quality, delivery times etc) and communicate results internally and externally as necessary.
n) Check invoices to ensure correct price, follow through to ensure that materials ordered have been received, examine the condition of materials received, and approve invoices for payment.
o) Maintain a record of contract prices as awarded and amendment there of.
p) Any other tasks given by the PAHS.
Essential Qualifications:
The candidate must:
- Have Bachelor’s in Finances, Management or related field. Master’s degree will be an advantage.
- Have at least five years of experience of management of complex procurement processes preferably government of Nepal.
- Have good understanding of Government procurement practices and donor funded projects.
- Have good knowledge in computer.
- Have commitment to teamwork and collaborative work practices.
